Beta testers needs to sign up from Apple Developer Center to download the beta profile, in order to update your device to iOS 11.3, you need go to Settings - Software Update.

In iOS 11.3 beta 2, Apple has introduced a new "Battery Health" feature that's designed to provide iOS users with more information about their batteries.
