iOS 12.4 is the latest iOS update that's jailbreakable, a huge thanks to developer and hacker Pwn20wnd, who on Twitter announced that his jailbreak tool unc0ver now supports iOS 12.4 for A7-A11 devices, and we should expect support for A12 devices pretty soon.
Momentarily, the latest unc0ver 3.5.0 update introduces iOS 12.4 support for A7-A11 devices (iPhone X, iPhone 8 Plus, iPhone 8, iPhone 7 Plus, iPhone 7, iPhone 6s Plus, iPhone 6s, iPhone 6 Plus. iPhone 6, iPhone SE, iPhone 5s), but no support for iOS 12.3. Moreover, It's worth to note that it’s been years since there’s been a jailbreak on the currently signed version
As for how to jailbreak your iOS devices, you can either do it by using Cydia Impactor and sideload the unc0ver IPA profile to iOS on a PC or without a PC by install the Ignition App on your mobile devices, then search for "unc0ver", from there to download and install unc0ver jailbreak tool, though Cydia Impactor is the recommended method to install the jailbreak tool.
The thing you need to keep in mind is that whenever you restart your device, you need to press the Re-jailbreak button in the unc0ver app to access Cydia again.
If you are iOS 13 betas and want to jailbreak your iOS devices, this could be your last chance, as Apple may stop signing this version rather sooner than later.
