According to TidBits, Apple now offering free Data Migration for Mac purchases and repair, whereas before user will need to pay $99 for that. Data Migration is designed to assist Mac buyers in moving the files from their old computers to a new Mac, the service is available on computer that's either running on macOS or Windows. Here's the statement from an Apple Store Operations Specialist:

Beginning April 2, there will be no cost for Data Migrations with the purchase of a new Mac or Data Transfers with a repair.
Data Migration was a service that's includes in Apple's One to One program, which offers valuable information regarding the how to use the Mac. However, Apple shut down the service in 2015 cites "fewer customers" sign up as the reason, while the Data Migration service remains up and running.

Certainly, this change is nice for users, it will take a while before they returned the Mac to you, so we advise you to do this by yourself, as Apple provides a walkthrough of How to move your content to a new Mac.
